ORDINANCE NO. 61
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF
BE IT ENACTED by the City Council of the City of
SECTION 1.
SECTIONS MODIFIED. Chapter 69, sections 12 & 13 of the Code
of Ordinances of the City of
69.12 SNOW REMOVAL. No person shall park, abandon or leave unattended any
vehicle on any public street, alley, or City-owned off-street parking area
during snow removal emergency past the hour of 6:00 a.m. unless the snow has
been removed or plowed from said street, alley or parking area, from edge line
to edge line or from curb to curb, and the
snow has ceased to fall. In the event of an unpredicted snowfall of 2
inches or more between the hours of 10:00 pm and 6:00 am, vehicles must be
removed before 8:00 am. In the event of an unpredicted snowfall of two inches (2”) or more, between the
hours of 8:00 a.m. and 5:00 p.m., residents will have until 7:00 p.m. to remove
said vehicles from the street.
1. Snow Emergency Parking Ban. A snow emergency parking ban shall be in
effect when NOAA (National Oceanic and Atmospheric Administration) predicts a
measurable snowfall of two inches (2”)
or more, or when two inches (2”) of snow, as determined by the Sheriff’s
Department. has accumulated on the streets and shall continue through the duration of the snow or ice storm except upon
streets which have been fully opened.
2. Modifications to Ban. The foregoing prohibition shall be modified
within the area of the Central Business and

foregoing prohibition shall not apply to the above described area during the
business hours of eight o’clock (8:00) a.m. to six o’clock (6:00) p.m..
3. Authority to Ticket/Impound
Vehicles. Members of the Sheriff’s Department or other persons authorized by
the Mayor are hereby authorized to ticket, remove, or have removed, a vehicle
from a street, public alley or highway to a garage or other place of safety
designated by the City when any vehicle is left parked in violation of the ban
on parking during a snow emergency or snow removal operations. Violations will
be assessed as follows:
A. Violators on commercial streets (as defined
by 69.13 A-F) will be ticketed for the first offense and on the second offense
the vehicle(s) will be towed.
B. Violators on
residential streets will be ticketed for the first and second offense and on
the third offense the vehicle(s)
will be towed.
All costs of the towing will be
paid for by the owner of the vehicle.
69.13. SNOW ROUTES.
The Council has
designed the following as the City Snow Routes.
1. Business District. No person shall park, abandon or leave
unattended any vehicle on any public street, alley, or City-owned off-street
parking area during the hours of two o’clock (2:00) a.m. and six o’clock (6:00)
a.m.. when the snow emergency ban is in effect.

2. Residential.
No person shall park, abandon or leave unattended any vehicle on any
public street, alley, or City-owned off-street parking area from 8:00 am until
the streets have been cleared for curb to curb or edge to edge when the snow
emergency ban is in effect.

SECTION 2.
SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 3.
WHEN EFFECTIVE. This ordinance shall be in effect from and
after its final passage, approval and publication as provided by law.
