Roland Receives a $1,000,000 Grant for Storm Sewer Rehab and Water Main Looping

The City of Roland has been awarded a grant from Story County as a subrecipient of the Coronavirus State and Local Fiscal Recovery Funds (“SLFRF”) funding awarded to Story County. The grant is for $1,000,000.00 which includes $830,000.00 in storm sewer rehabilitation and $170,000.00 in water main looping. The funds will be used to improve deteriorated storm sewers which help decrease street flooding and possible flooding of private properties caused by the non-working or non-existing storm water intakes. The funds will also be used to create DNR recommended looping of dead-end water mains which will improve water quality, provide higher water pressure, increase fire protection, and increase reliability of water service of the dead-end line customers by having water flow into the line from two directions rather than just one. The grant application was submitted To Story County by Roland Public Works on October 15, 2021. The City of Roland was notified of being awarded the grant on July 11, 2022, and the award was formally accepted by the Roland City Council at their July 20, 2022 meeting.  The grant money must be expended by December 31, 2024.

The Story County Board of Supervisors received 37 grant applications from outside entities in addition to internal applications.  There were ten qualifying internal applications for a total request of $2,689,145 and 32 external qualifying external applications for a total request of $9,064,121.  Story County’s priorities for this round of funding required that the project met at least one of three priorities: support the public health response, address negative economic impacts caused by the public health emergency, and invest in water, sewer, and broadband infrastructure.

The City of Roland is working with engineering firm Veenstra & Kimm, Inc. on this project.  The water main looping will be to complete loops and eliminate the dead-end water mains on S. Main St. by connecting to the water main on S. Cottonwood St., Ryan Cr. By connecting to the water main on N. Park St., and Britson Cr. and Arthur Dr. by connecting the 2 dead end water mains into a loop.  Storm sewer work will focus on rehabilitating the current system with replacing several existing intakes and storm sewer mains that are in poor or non-working condition.  Once that work has been designed, any remaining funds will be utilized to create new storm sewer.  This project is expected to be ready for bid in the fall of 2022 with work beginning in the spring of 2023.
