Open Burning

Open burning of leaves is allowed during the months of April, October and November from 8 a.m. to dusk. Fires must be completely extinguished by dusk, as defined by the DNR solar tables.  Leaves shall not be burned in the curb and gutter area or on any paved or surfaced street or in the alley.

 Brush Pile

If you do not wish to burn your grass clippings, leaves, branches, or sticks, the City ha town where they can be taken.  This area is for those who live within the city limits of Roland, and is for grass clippings, leaves, branches and sticks—ONLY!

WARNING!!!  WARNING!!!  WARNING!!!

The brush pile is strictly for grass clippings, leaves, branches and sticks.  If tires, railroad ties, and construction debris keep showing up at the brush site, the City will be forced to limit the hours the site is open or close it down completely.

If you see someone who is dumping items other than grass clippings, leaves, branches or sticks, please write down their license plate number and call the Sheriff’s Office at 515 382-6566. Your help is greatly needed and appreciated.

               Beggars' Night

Beggar’s Night will be Saturday, October 31, 2009 from 6 p.m. to 8 p.m.
Make sure your porch light is turned on so the children will know you have a goodie or two for them.

Then click on the ordinance number you wish to see, or click on the ordinance number below to see that ordinance.

Ord. No. 67—established the time for burning leaves—8 a.m. to dusk.

Ord. No. 68—increased water rates by 2% effective June 25, 2009.

Ord. No. 69—established setbacks, heights and size limits for accessory buildings and fences.

Ord. No. 70—established regulations for planting trees in the right-of-way.

Ord. No. 71—amended the Animal Control & Protection ordinance.

Ord. No. 72—established a Sump Pump Ordinance.

Sump Pumps

The council recently enacted a new ordinance regulating sump pumps.  Homeowner’s that are selling a home in Roland will need to provide a Certificate of Sump Pump Inspection to the Buyer before the transfer of the home can be made.

In addition, those homes that have sump pumps that discharge into the street will need to have a permit.  Please contact Harold so that he may inspect the hook up and issue the permit.

Street Superintendent Harold Hovick is putting together a program to inspect sump pump hook ups. In the mean time, he is asking that you check your sump pump connection and make sure it is not dumping water into the sanitary sewer. If you find your sump pump is connected to the sanitary sewer system you will need to redirect the water to the storm sewer or out onto your lawn. If you have any questions, contact Harold at 388-4861.
