MINUTES OF THE ROLAND CITY COUNCIL

SPECIAL SESSION

MARCH 7, 2005

 

The Roland City Council met in special session on Monday, March 7, 2005, at 6:00 p.m. at City Hall with Mayor Pro-tem Roger Fritz presiding.  Council members present at roll call were Roger Fritz, Bob Hanson, John Lee and Terry Rasmusson.  Absent was Mayor Jeri Neely and council member Larry Esk.  Also present was one visitor and member of the community.

 

Motion by Lee, second by Rasmusson to approve the agenda.  All in favor.

 

Jerry Handsaker, President of Innovative Lighting, Inc., was present to discuss with the council his current expansion plans and to ask the City to consider a Development Agreement between the City and Innovative Lighting.  Currently, Innovative Lighting has 75 employees.  He is looking at adding an addition 25 employees within the next two years.  His expansion will be completed in different phases at an approximate cost of $600,000.  Jerry asked the council for a Development Agreement.  The Development Agreement will reimburse Jerry for the taxes he’ll pay on the increased tax base for a certain period of time.  Jerry asked the council for 85% of the incremental taxes he’ll pay on the new addition for eight years.

 

Motion by Lee to offer Jerry 75% of the incremental taxes he’ll pay on the new addition for five years.  Motion died for lack of a second.

 

Motion by Hanson, second by Rasmusson to offer Jerry 85% for seven years on the incremental taxes he’ll pay.  AYE:  Hanson, Rasmusson;  NAY:  Fritz, Lee.  Motion died for lack of majority vote.

 

Motion by Lee to offer Jerry 80% for six years on the incremental taxes he’ll pay.  Motion died for lack of a second.

 

Motion by Rasmusson, second by Hanson to offer Jerry 80% for seven years on the incremental taxes he’ll pay.  All in favor.  Jerry was accepting of this offer and stated he appreciates the help of the City.

 

There were no Council/Mayor comments at this time.

 

There was no public input at this time.

 

With no further business at this time, Rasmusson moved adjournment of the meeting at 6:45 p.m., second by Lee.  All in favor.  The next regular council meeting will be Monday, March 14, 2005, at 7:00 p.m. at City Hall.
