MINUTES OF THE ROLAND CITY
COUNCIL
WORK SESSION
WEDNESDAY, NOVEMBER 11,
2009

Council at the next council meeting.
The Roland City Council met for a work session on
Wednesday, November 11, 2009 at 5:00 pm, at City Hall, with Mayor Samuel Juhl
presiding. Council members present at
roll call were Duane Canny, Larry Ford, Corey Johnson, Jeri Neely and Erin
Varley. Also present were Street
Superintendent Harold Hovick and City Engineer Eldon Rossow.
It was moved by Canny, seconded by Neely to approve
the agenda. All were in favor.
City Engineer Eldon Rossow said that he’d like the
council’s input on the Facility Plan and would like to review the smoke testing
report and the plan of action. He stated
that the next permit for the Wastewater Treatment Plant (WTP) will be out next
year and there will be new limits for summer and winter months. There was discussion on the dissipation of
ammonia when the temperature gets below 50 degrees.
The council discussed various options to comply with
the new rules that will be coming out.
They are especially worried with the fact that the rules are continually
changing when it comes to Lagoon systems.
City Engineer Eldon Rossow will go back to the office
and work on a couple of the ideas presented.
City Engineer Eldon Rossow, the council and Street
Superintendent Hovick went over the smoke testing report and identified
solutions to the individual areas of concern.
There were four areas of concern that no one was able to fully address. These areas will be televised and reversed
smoked for more information. There was a
short discussion on sump pumps and getting a plan in place to inspect them.
The following direction was given by the
council: City Engineer Eldon Rossow will
send out Request for Proposals for four days of televising and reverse smoking
for the four areas of concern, Street Superintendent Hovick will contact area
contractors to repair the manhole on Arthur Drive, City Clerk Frost will write
an article for the paper and a letter to the homeowner’s with violations, and
Water/Wastewater Superintendent was left a note to make repairs to the clean
outs at the Industrial Park.
There were no Council/Mayor comments at this time.
With no further business at this time, Ford moved
adjournment of the meeting at 6:25 pm, seconded by Johnson. All were in favor. The next regular council meeting will be
Monday, November 23, 2009, at 6:00 p.m. at City Hall.
