MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

DECEMBER 18, 2006

 

The Roland City Council met in regular session on Monday, December 18, 2006, at 7:00 p.m., at City Hall with Mayor Samuel Juhl presiding.  Council members present at roll call were Duane Canny, Roger Fritz, and Bob Hanson.  Absent were council members John Lee and Jeri Neely.  Also present were 6 visitors and members of the community.

 

It was motioned by Fritz, and seconded by Hanson to approve the consent agenda containing the following items:  agenda, minutes from the November 21, 2006 meeting as written, clerk’s reports, treasurer’s reports, and claims as amended.  All were in favor.

 

There was no public input at this time.

 

Department Head Reports were as follows: 

 

Street Department - Street Superintendent Harold Hovick had nothing to report at this time.

 

Water/Wastewater Department – Water/Wastewater Superintendent Dean Uitermark reported on a mag meter for the wastewater plant.  The approximate cost of the meter is $3000.00.  This does not include installation, but Dean thinks he should be able to install it.  The DNR would like to see it metered.  Currently the flow is measured with a time meter, which isn’t very accurate.  It was motioned by Hanson, seconded by Fritz to proceed with the purchase of the mag meter.  All were is favor.  Dean also reported that he has contacted the pump representative to see if the tractor the City has is big enough to run the pump at the wastewater plant.

 

City Clerk - City Clerk Deneen Frost reported on Doris’s retirement party and the holiday closings for City Hall for the next two weeks.

 

Council members Canny and Fritz reported on the Utility Billing Clerk/Receptionist position.  They have gone through the applications and have set up two interviews for Wednesday, December 20, 2006.  They would like the consent of the council to hire one of the applicants on Wednesday.  It was motioned by Hanson, seconded by Fritz to authorize council members Canny and Fritz to hire the most qualified candidate for the position at $8.00 per hour.  All were in favor.

 

There was a lengthy discussion on the formation of a joint Library/Council committee to proceed with the new Library project.  Mayor Juhl stated he would like to see it be a committee of eight with a non-voting chair.  He’d like to have two representatives from each of the following: Library Board, Library Foundation, City Council and two citizens.  There was discussion on the need for the two citizen representatives.  Since all the meetings are open to the public they would be able to address their concerns at the meeting.  After further discussion it was agreed upon to have a six member committee with a non-voting chair.

 

Mayor Juhl stated he would like to see the referendum passed by the end of year (2007).  There was discussion that the earliest the referendum could go back up for a vote would be end of May or the first part of June.  Council member Fritz stated that there is the possibility of coming up with a plan that would be under $400,000.00 and they could use the reverse referendum funds and not need another election.

 

There was discussion on having the minutes of the meetings available at City Hall, the Library and posted on the City’s web page.

 

Council member Hanson stated the he would like to see progress by the end of August.  Some members thought that was an awful long time, while others thought that it might and might not be enough time.  It will all depend on if the current plan needs to have any reworking done to it.  There was discussion on an update in three months.  Council member Canny stated he would like to see a monthly progress report.  Council member Fritz stated that within three months the committee should know the direction they want to go.

 

 

Mayor Juhl made the following appointments to the New Library Joint Committee:

                        Non-voting Chair                                         Mayor Juhl

                        City Clerk Deneen Frost will prepare agendas and take minutes for the meetings.

 

It was motioned by Hanson, seconded by Fritz to approve Mayor Juhl’s appointments to the “New Library Joint Committee” with a progress report from the committee to be presented to the City Council at the first meeting in March and the minutes of the meetings being available at the Library, City Hall and posted on the City’s web site.  All were in favor.

 

There was a short discussion on the Christmas decorating contest.  Council members once again applauded Samson Street as a whole for their Christmas spirit.  It was motioned by Canny, seconded by Hanson to declare Andrew & Shirley Palmer of 301 Samson Street as Roland’s 1st Annual Super Secret Christmas Decorating Contest winners.  All were in favor.  Council member Fritz will contact the winners for a picture and interview to be published in the Story City Herald and Council member Canny will place a sign in the Palmer’s yard stating they are the winners of Roland’s Christmas Decorating contest for 2006.

Council/Mayor comments consisted of the following:  Mayor Juhl, council members Canny, Fritz and Hanson thanked the City employees for the way they handled the power outage on December 5, 2006.

 

There was no public input at this time.

 

With no further business at this time, Hanson moved adjournment of the meeting at 8:00 p.m., seconded by Canny.  All were in favor.  The next regular council meeting will be Monday, January 8, 2007, at 7:00 p.m. at City Hall.
