MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

NOVEMBER 13, 2006

 

The Roland City Council met in regular session on Monday, November 13, 2006, at 7:00 p.m., at City Hall with Mayor Samuel Juhl presiding.  Council members present at roll call were Duane Canny, Roger Fritz, Bob Hanson, and John Lee.  Absent was council member Jeri Neely.  Also present were 2 visitors and members of the community.

 

It was motioned by Lee, and seconded by Canny to approve the consent agenda containing the following items:  agenda, minutes from the October 23, 2006, meeting as written, clerk’s reports, treasurer’s reports, and claims as submitted.  All were in favor.

 

There was no public input at this time.

 

Department Head Reports were as follows: 

 

Street Department - Street Superintendent Harold Hovick inquired about when the council would like to have the Christmas decorations up.  He has called about the boom truck and it is not working at this time and Dean will be on vacation Nov 17 – 26.  At this time he is looking at putting them up after Thanksgiving.  He was asked if he had contacted Rob Morgan about using his boom truck.  Harold stated he has not.  Consensus of the council was to get the Christmas decorations up as soon as possible and if he needed extra help next week to get them up that would be fine.  Harold also asked if the banners were suppose to stay up or come down when the Christmas decorations go up.  The bottom of the decorations will hit the top of the banners and in some cases he may be unable to use the garland.  Council told Harold it was up to him.

 

Water/Wastewater Department – Water/Wastewater Superintendent Dean Uitermark had nothing to report at this time.

 

City Clerk - City Clerk Deneen Frost had nothing to report at this time.

 

Mayor Juhl opened the public hearing on the Housing Assistance Fund Application by making the following announcements:

                        The City of Roland is proposing to submit a Housing Assistance Fund Application to the Iowa

                        Department of Economic Development.  The grant funds will be used to aid the City in rehabilitating

                        approximately eight (8) single family, owner-occupied properties.  The application will be submitted to

                        the Iowa Department of Economic Development on or before November 29, 2006.  The City is

                        requesting $276,200 in Housing Grant Funds for the proposed rehabilitation of eight (8) homes.  The

                        City will agree to provide $19,600 in local matching funds over the life of the program.  The total

                        project cost is estimated at $295,800.  Because this program is intended to rehabilitate homes

                        belonging to low and moderate income persons, 100% of the funds will benefit low and moderate

                        income persons.  It will not be necessary to displace or permanently relocate any homeowner as a result

                        of the proposed program.  Temporary relocation out of the home may be necessary in some cases

                        during lead-based paint mitigation activities.

There were no written or oral comments for or against the Housing Assistance Fund Application.  It was motioned by Fritz, seconded by Hanson to close the public hearing.  All were in favor.

 

It was motioned by Fritz, seconded by Hanson to approve Resolution No. 06-19 entitled, RESOLUTION OF THE CITY OF ROLAND, IOWA, AUTHORIZING THE EXPENDITURE OF LOCAL FUNDS TO BE APPLIED TO AN IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT HOUSING FUND APPLICATION.  The roll was called for and is as follows:  AYES:  Canny, Fritz, Hanson, Lee; NAYS:  none.  Whereupon Mayor Juhl declared the resolution duly adopted and the same placed on file.

 

It was motioned by Canny, seconded by Lee to accept the resignation of Utility Billing Clerk Doris Classon effective February 2, 2007, with the transfer of her remaining sick leave to City Clerk Deneen Frost at the pro-rated terms.  All were in favor.  Council will discuss the job description and help wanted ad at the next meeting.

 

There was discussion on the upcoming meetings in November and December.  After discussion it was motioned by Hanson, seconded by Canny to move the November 27th meeting to November 21st and to only have one meeting in December on December 18th.  AYES:  Canny, Fritz, Hanson; NAYS:  none; ABSTAIN:  Lee, he won’t be here.  Mayor Juhl declared the motion carried.

 

There were no snow removal bids received.  City Clerk Frost will re-post the job description at the Post Office, City Hall, Library, Anderson’s, Casey’s and on the City web site.

 

It was motioned by Lee, seconded by Canny to appoint Mayor Samuel Juhl, City Clerk Deneen Frost, and Fire Chief Mike Risdal to the Hazard Mitigation Update Committee.  All were in favor.

 

It was motioned by Lee, seconded by Fritz to approve Mayor Juhl’s appointments to the Park Board:

                        Gary Carpenter                             Term Expires         June 30, 2009

                        Joshua Greenfield                        Term Expires         June 30, 2009

All were in favor.

 

Council/Mayor comments consisted of the following:  Council member Fritz inquired if the City was going to get a report on the traffic study.  City Clerk Frost stated that as far as she knew the City would receive a report after the study was completed.  Council member Hanson asked Harold if he was still in contact with Alliant.  Harold stated he was.

 

There was no public input at this time.

 

With no further business at this time, Hanson moved adjournment of the meeting at 7:35 p.m., seconded by Fritz.  All were in favor.  The next regular council meeting will be Tuesday, November 21, 2006, at 7:00 p.m. at City Hall.
