MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

OCTOBER 22, 2007

 

Note:  The following minutes were approved by the Roland City Council at the November 12, 2007 meeting..

 

 

The Roland City Council met in regular session on Monday, October 22, 2007, at 7:00 p.m., at City Hall with Mayor Samuel Juhl presiding.  Council members present at roll call were Roger Fritz, John Lee, Jeri Neely and Erin Varley. Absent was council member Duane Canny.  Also present were 9 visitors and members of the community.

 

It was moved by Lee, seconded by Varley to approve the consent agenda containing the following items:  agenda, minutes from the October 8, 2007 and October 15, 2007 meetings as written, clerk/treasurer reports, and claims as submitted.  All were in favor.

 

There was no public input at this time.

 

Department Head Reports were as follows: 

 

Street Department - Street Superintendent Harold Hovick reported the bridge has been sandblasted and painted; he has contacted the company that sweeps the streets; contacted the company to patch the street in front of the school; has the posts and speeds signs for N Cottonwood; ordered pet clean up signs for the park; is starting to receive prices for the radar signs.  Council members commented on the Traffic Study report; using the chevrons on N & S Cottonwood; and if S Main Street has quit settling yet.  Harold said that is was suggested by the Engineer to have the sewer line on S Main Street tv’d to see if there is a problem or if it is just settling.

 

Water/Wastewater Department – Water/Wastewater Superintendent Dean Uitermark was on vacation but asked City Clerk Frost to let the council members know that all the residents on S Linn Street have been re-connected to the new line and the project is finished.

 

City Clerk - City Clerk Deneen Frost reported that City Hall will be closed the morning of October 24 and the afternoon of November 2.

 

Mayor Juhl declared that this was the time and the place for the public hearing on the Iowa Department of Economic Development Housing Grant.  Mayor Juhl made the following announcements:

 

                  As a result of receiving numerous requests from residents, the City is proposing to submit a Housing

                  Assistance Fund Application to the Iowa Department of Economic Development.  The grant funds will

                  be used to aid the City in rehabilitating approximately 8 single-family, owner-occupied properties.

 

                  The application will be submitted to the Iowa Department of Economic Development on or before

                  November 30, 2007.

 

                  The City is requesting $273,600 in Housing Grant Funds for the proposed rehabilitation of 8 homes. 

                  The City will agree to provide $24,000 in local matching funds over the life of the program.  The total

                  project cost is estimated at $297,600.

 

                  Because this program is intended to rehabilitate homes belonging to low and moderate income persons,

                  100% of the funds will benefit low and moderate income persons.

 

                  It will not be necessary to displace or permanently relocate any homeowners as a result of the proposed

                  program.  Temporary relocation out of the home may be necessary in some cases during lead-based

                  paint mitigation activities.

 

There were no oral or written comments for or against the grant application.  It was moved by Fritz, seconded by Lee to close the public hearing.  All were in favor.

 

It was moved by Fritz, seconded by Neely to approve Resolution No. 07-22 entitled, A RESOLUTION OF THE CITY OF ROLAND, IOWA, AUTHORIZING THE EXPENDITURE OF LOCAL FUNDS TO BE APPLIED TO AN IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT HOUSING FUND APPLICATION.  The roll was called for and is as follows:  AYE:  Fritz, Lee, Neely, Varley; NAY:  none.  Whereupon Mayor Juhl declared the resolution duly adopted and the same placed on file.

 

Setting the time and place for a town meeting for the Library project was tabled until after the first of the year.

 

Council member Fritz resigned from the New Library Joint Committee.  Mayor Juhl stated it would be best to wait until after the first of the year to appoint someone to replace CM Fritz.

 

Council/Mayor comments consisted of the following:  CM Fritz stated that the ISU students that are updating the City’s Comprehensive Plan will be calling and asking questions.  CM Neely asked who all was running for Mayor and Council.

 

There was public input at this time from Corey Johnson regarding the speed issue on S Cottonwood.  He doesn’t think putting in a speed hump like at Gilbert would be a good idea.

 

With no further business at this time, Fritz moved adjournment of the meeting at 7:18 p.m., seconded by Varley.  All were in favor.  The next regular council meeting will be Monday, November 12, 2007, at 7:00 p.m. at City Hall.
