MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

SEPTEMBER 26, 2005

 

The Roland City Council met in regular session on Monday, September 26, 2005, at 7:00 p.m. at City Hall with Mayor Pro-tem Roger Fritz presiding.  Council members present at roll call were:  Roger Fritz, John Lee, Jeri Neely and Terry Rasmusson.  Absent was Mayor Jerry Spencer and council member Bob Hanson.  Also present were 6 visitors and members of the community.

 

Motion by Rasmusson, second by Lee to approve the consent agenda containing the following items: agenda, minutes from the September 12, 2005, meeting as written, clerk’s reports, and claims as submitted.  All in favor.

 

There was public input at this time from Sgt. Russell Belz of the Story County Sheriff’s Office.  He reported that the Community Policing officers for Roland have determined that they will be focusing on speed enforcement.  The officers are currently being trained with the new laser type radar.  He also reported that Sgt. Barry Thomas has been selected to attend the FBI training academy next week.

 

The Department Heads report were as follows: 

 

Streets - Street Superintendent Harold Hovick reported he had Paul Hill repair the roof at City Hall.  The Industrial Drive extension has been poured.  The intakes still need to be put in and the backfilling still needs to be done.  Manatt’s should be here in the next couple of weeks to asphalt.  The blinking light on the east side of town is not working.  Council member Rasmusson asked if the rock was going to be swept off the street that had been seal coated.  Harold said the only street that will be swept would be Elm Street.  The rock will be swept off to the side and used as shouldering.

 

Water/Wastewater - Water/Wastewater Superintendent Dean Uitermark reported he has visited with the City Engineer and he will be writing a letter to the DNR to request a waiver on repairing the aerators at the lagoon.  Due to the new DNR regulations that might be coming down the road, the City might have to construct a new plant.  Council member Fritz reported on the meeting he attended about the new DNR regulations. 

 

City Clerk- City Clerk Deneen Frost reported that she will be out of the office on October 6th for a check up, and made the following announcements for Mayor Spencer:

                - Talked with Ames regarding the bird problem.  They suggested the City try harassing them.

                - NLAC will be attending the October 24th meeting with their plans for the library.

                - Met with Park Board.  They are wondering what the City is planning for a park in the Frandsen area. 

     Council member Neely stated she has talked with Jack and he is willing to work with the City.

- Would like Harold and/or Dean to attend the ICS training in Story City on October 4th.

- Apologized for not being able to attend the meeting, but will get a copy of the recording so he can stay

     up to date on what happened.

 

Mike & Jodi Fagerland, 118 N. Martha Street,  were present to ask the council to make an exception and allow them to keep the tree they planted in the City right-of-way in July.  Jodi read the letter they prepared to the council.  She stated they were not aware the City had changed the code regarding planting trees in the City right-of-way.  She feels the City should put a sign in the middle of the street stating that there is an ordinance change and then the residents can stop in at City Hall, the Library, the Post Office and Anderson’s Grocery Store to read what the ordinance change is.  After discussion, motion by Neely, second by Lee to grant the exception and allow the tree that Mike & Jodi Fagerland planted in the City right-of-way in July to remain.  AYE:  Lee, Neely, Rasmusson;  NAY: Fritz.  Motion carried.

 

Alan Andersen, 122 W. Ash Street, sent a letter requesting an adjustment on his June and July water bills due to the outside faucet being left on.  After discussion, motion by Neely, second by Rasmusson to allow an adjustment of $31.00 to the July billing.  All in favor.

 

Water/Wastewater Superintendent reported that he talked with Dr. Pease at ISU about the birds on the water tower.  He suggested using monofilament line.  This would probably have to be replaced every six months or so.  He also said that if they are blackbirds, they will eventually migrate.  Council member Neely asked if the water tower people had any suggestions.  Dean stated they haven’t heard of this problem anywhere else and they didn’t have any suggestion.  Council member Rasmusson stated that he put up some spikes on the bank in Story City and it worked well.  City Clerk Frost provided the council with the options she found.  After discussion, motion by Neely, second by Rasmusson to purchase an electronic bird repeller not to exceed $300.00.  All in favor.

 

There was a short discussion on whether or not the City was going to move forward with enforcing municipal infractions.  After discussion, motion by Neely, second by Rasmusson to approve the Municipal Infractions Policy.  All in favor.

 

There was discussion on the two infractions that were presented.  The first one was for trees planted in the City right-of-way and the other one was for a semi truck/trailer being driven and parked on a non truck route street.  Motion by Rasmusson, second by Neely to have City Clerk Frost phone both residents and ask them to abate the infraction within ten calendar days of being notified.  All in favor.

 

Motion by Rasmusson, second by Lee to approve Resolution No. 05-10 entitled, A RESOLUTION DIRECTING THE CITY CLERK TO FILE LIEN FOR COLLECTION OF BILL FOR NUISANCE ABATEMENT (MOWING).  The roll was called for and is as follows:  AYE:  Fritz, Lee, Neely, Rasmusson;  NAY:  none.  Whereupon Mayor Pro-tem Fritz declared the resolution duly adopted and the same placed on file.

 

Motion by Lee, second by Neely to approve Resolution No. 05-11 entitled, A RESOLUTION DIRECTING THE CITY CLERK TO FILE LIEN FOR COLLECTION OF BILL FOR UNPAID CITY UTILITIES.  The roll was called for and is as follows:  AYE:  Fritz, Lee, Neely, Rasmusson;  NAY:  none.  Whereupon Mayor Pro-tem Fritz declared the resolution duly adopted and the same placed on file.

 

Motion by Rasmusson, second by Lee to approve Resolution No. 05-12 entitled, A RESOLUTION DIRECTING THE CITY CLERK TO FILE LIEN FOR COLLECTION OF BILL FOR UNPAID CITY UTILITIES.  The roll was called for and is as follows:  AYE:  Fritz, Lee, Rasmusson;  NAY:  none;  ABSTAIN:  Neely.  Whereupon Mayor Pro-tem Fritz declared the resolution duly adopted and the same placed on file.

 

Mayor Pro-tem Roger Fritz made the following proclamations on behalf of Mayor Jerry Spencer:

                 - October 31, 2005 from 6:00 p.m. - 8:00 p.m. as Beggar’s Night

                 - October 12, 2005 as City of Roland Employee Appreciation Day

 

There were no Council/Mayor comments.

 

There was no public input at this time.

 

With no further business at this time, Rasmusson moved adjournment of the meeting at 8:16 p.m., second by Lee.  All in favor.  The next regular council meeting will be Monday, October 10, 2005, at 7:00 p.m. at City Hall.
