MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

SEPTEMBER 25, 2006

 

The Roland City Council met in regular session on Monday, September 25, 2006, at 7:08 p.m. at City Hall with Mayor Samuel Juhl presiding.  Council members present at roll call were:  Roger Fritz, John Lee, and Jeri Neely.  Absent were council members Duane Canny and Bob Hanson.  Also present were 13 visitors and members of the community.

 

Motion by Lee, second by Fritz to approve the consent agenda containing the following items: agenda, minutes from the September 11, 2006, meeting as written, clerk/treasurer reports, and claims as submitted.  All were in favor.

 

There was no public input at this time.

 

The Department Heads’ reports were as follows:

 

Streets - Street Superintendent Harold Hovick reported that Alliant has called and they are planning on replacing two (2) bases the first week or so in October.

 

Water/Wastewater - Water/Wastewater Superintendent Dean Uitermark had nothing to report at this time.  Council member Fritz asked if the pool was winterized.  Dean said he has been working on it.  He still has the bathhouse to do yet.  Council member Lee asked if Dean could put something over the pipe that is sticking up out of the ground on the old water tower lot.  Dean said he would get it covered.

 

City Clerk- City Clerk Deneen Frost reported the notices for the Housing Rehabilitation Grant pre-applications have been posted and published.  She has finished the PLaCE application and wants to know if the Council still wants to apply for it.  The cost will be anywhere from $1000 - $5000.  Consensus of the council was to send in the application.  She also reported that the Joint Meetings between Roland and Story City will be Thursday, November 16, 2006 at 7:00 p.m. at the new library building.  She also reported that she will be out of the office Tuesday through Friday for meetings, and that she has received the designation of Iowa Certified Municipal Clerk and has been accepted into the 1st level of the MMC program.

 

4th Graders, Emily Seydell and Jordan Brendeland were present to present to the council what they are planning for a cancer drive.  They are going to have flyers around town and a bin to drop off clothing, food and toys.  The bin will be placed in front of City Hall.  They are going to have a fundraiser at the middle school on a Saturday, but they need to check with the school for an open date.  There will be a talent show and bake sale.  The fundraiser will be from 5:30 p.m. – 7:30 p.m. and will cost $2.00.  Some of the funds raised will go towards helping pay for the bin.  Council member Fritz suggested the bin be placed in front of the Library for better visibility.  Emily and Jordan will check with the Library to see if that would be ok.  Council member Neely asked that the girls follow up with them when they get the date for the fundraiser set and where the bin will be placed.  The council members thanked the girls for following up on the letter they sent, and wished them the best of luck.

 

Council member Fritz stated that he has been approached by one of the Foundation Members regarding the length of the bond issue.  They want the council to decide if it should be a 10-year schedule or a 15-year schedule.  After looking at the two schedules it was about $80,000 cheaper to go with a 10-year schedule.  Consensus of the council members present was to go ahead with the 10-year schedule if the bond issue passes.

 

Mayor Juhl proclaimed Tuesday, October 31, 2006 from 6:00 p.m. – 8:00p.m. as Beggar’s Night in Roland.

 

Council/Mayor comments consisted of the following:  Council member Neely asked where the information on Bird Droppings came from.  City Clerk Frost stated that Harlan Hall brought it in for the Mayor and Council to look at.

 

There was no public input at this time.

 

With no further business at this time, Lee moved adjournment of the meeting at 7:26 p.m., seconded by Neely.  All were in favor.  The next regular council meeting will be Monday, October 9, 2006, at 7:00 p.m. at City Hall.
