MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

May 12, 2008

 

Note:  The following minutes were approved by the Roland, Iowa, City Council at its May 28, 2008, meeting.

 

The Roland City Council met in regular session on Monday, May 12, 2008, at 7:00 p.m., at the Roland City Hall with Mayor Pro-tem Duane Canny presiding.  Council members present at roll call were Duane Canny, Larry Ford, Corey Johnson, Jeri Neely and Erin Varley.  Also present were 5 visitors and members of the community.

 

It was moved by Neely, seconded by Ford to approve the consent agenda which contained the following items:  May 12, 2008 agenda, minutes from the April 28, 2008 meeting as written, clerk/treasurer reports, claims as submitted and set public hearing date for the 07/08 budget amendment for Wednesday, May 28, 2008 at 7:00 pm at City Hall.  All were in favor.

 

There was no public input at this time.

 

Department Head Reports were as follows: 

 

Street Department - Street Superintendent Harold Hovick reported he needs to put down some cold patch.  CM Varley said he’d like to meet with Harold about the streets and sidewalks as he has been getting a lot of complaints.

 

Harold reported that Pool Tech was here and sealed around the pipe on both surge tanks.  TNT Welding was here and welded the gutters.  So far they have had no luck finding the leak.  With three (3) feet of water in the pool there is no loss, but at four and a half (4 ˝) feet the water starts coming out the under drain.  When the Engineer was down, he did find that the glue on the upper pipe joints was loose, but the water hasn’t reached that point yet.  Harold and the Engineer were going to inspect the bottom drain, but as he started letting the water out of the pool the side of the manhole in the filter house blew out.  They had to call the Vac truck back to start sucking out the rock that was falling into the sewer pipe.  The manhole is in poor condition.  The only way to see if the joints on the bottom drain are bad is to cut a hole in the bottom of the pool.  Harold suggests that once the glue joints are fixed to fill the pool and as soon as the pool closes continue trying to find where the leaks are.  City Engineer Eldon Rossow will be here tomorrow with a couple of contractors to look at the manhole and sewer situation.

 

Water/Wastewater Department – Water/Wastewater Superintendent Dean Uitermark reported that the pump at the Industrial Park lift station stopped working.  The pump was temporarily fixed but it is wore out.  During this time he had the lift station pumped out a couple of times.  He has ordered two pumps for the lift station.  This way they will alternate instead of one pump doing all the work.  The new pumps should be here in a couple of weeks.  The generator has been ordered.

 

Dean also reported on the manhole situation at the pool.  Dean and Harold will meet with the Engineer tomorrow about different options for bypassing the manhole in the filter house.  They will be looking at installing two or three more manholes, that way the manhole in the filter house would only be used to drain the pool.  He also reported that another piece of the manhole has fallen into the sewer pipe.  It is approximately 3’ x 2’ x 4” and is impeding the flow.  They will have to bust it up in order to get it out.

 

City Clerk - City Clerk Deneen Frost reported that she has visited with Jeff Schott with the Institute of Public Affairs regarding the goal setting session.  It will cost $1200 plus expenses.  Currently they are running a promotion that will cut the cost by 1/3 until September for those that are members of the IaMCA association.  Mr. Schott will try to get the City the discount since we don’t have a City Manager or City Administrator.  Currently Mr. Schott is booked until mid June.  Consensus of the council members is to schedule the session sometime after the 14th of July. City Clerk Frost was also asked to look into seeing if there are any grants to help with training to offset the cost.

 

RADC members Lynn Schulte and Marc Soderstrum were present to ask the council to appoint city employee Janet Olson as the Secretary/Treasurer of the RADC.  Lynn stated that it would be beneficial if there was someone at City Hall that could make phone calls, check on things, look for grants, and answer questions from prospective buyers during the day.  He feels it shouldn’t take more than a couple of hours a week and the monthly meeting.  He provided the council members with a copy of the job description for the position.  Janet will work directly with the President and Vice President.  It was moved by Ford, seconded by Varley to appoint Janet Olson to the RADC as the Secretary/Treasurer with pay.  Council will re-visit the appointed as needed.  All were in favor.

 

Adam Thorson, IKON representative, was present to answer questions the council might have about upgrading the current copier to a color copier.  City Clerk Frost put together a comparison sheet detailing the costs.  It will cost the City an additional $9.60 or so to upgrade to the color copier.  The copier will also fax, print and scan.  There will be an additional cost to have the copier scan to a network.  After some discussion it was moved by Neely, seconded by Johnson to upgrade to the new color copier.  AYE:  Canny, Ford, Johnson, Neely; NAY:  Varley.  Mayor Pro-tem Canny declared the motion passed.

 

Council/Mayor comments consisted of the following:  CM Canny-Park Board has been residing the concession stand at the park. It looks good.  Thank the board members if you see any of them.  He checked out the park equipment at the pool.  The verticals are ok, need a good sanding, but the horizontals need some work.  CM Varley-NLJC on Wednesday to discussion some different possibilities.

 

There was no public input at this time.

 

It was moved by Neely, seconded by Johnson to adjoin to the swimming pool at 7:48 pm.  All were in favor.

 

The council meeting reconvened at the swimming pool at 7:57 pm.  Council members present were Canny, Johnson, Neely and Varley.  CM Ford was absent.

 

Council members looked at the loose joints under the pool deck, the manhole in the filter house and where the proposed manholes would be placed to relocate the sanitary sewer from under the pool.  Harold was asked if he knew how much the project would cost.  Harold stated that the estimated cost to install the additional manholes and pipe will be approximately $15,000.

 

With no further business at this time, Canny moved adjournment of the meeting at 8:15 p.m., seconded by Varley.  All were in favor.  The next regular council meeting will be Wednesday, May 28, 2008, at 7:00 p.m. at City Hall.
