WORK SESSION

2010 ROLAND STREETS PLAN

MONDAY, MAY 10, 2010

 

 

Note:  The following minutes were approved by the Roland, Iowa, City Council at the council’s May 24, 2010, meeting.

 

The Roland City Council met for a work session on the 2010 Roland Streets Plan on Monday, May 10, 2010 at 7:35 pm, at City Hall, with Mayor Roger Fritz presiding.  Council members present at roll call were Duane Canny, Larry Ford, Jeri Neely and Erin Varley.  Absent was council member Corey Johnson.  Also present were Street Superintendent Harold Hovick and Water/Wastewater Superintendent Nathan Hovick.

 

It was moved by Canny, seconded by Varley to approve the agenda.  All were in favor.

 

The Street Committee presented the council with a draft copy of the 2010 Roland Street Plan.  The plan prioritized what streets they felt should be done and in what order.  The first four priorities include the FY’s 09/10, 10/11 and 11/12.  The plan also listed the streets that will need maintenance or upgrades during the FY’s 12/13, 13/14, 14/15 and 15/16.

 

Once again the main discussion revolved around the need for a second entrance/exit for Logan Street, Bryan Ave and Arthur Street.  The council also looked at an entrance/exit street that would connect Arthur Street and Bryan Street.  There was also discussion on fixing Logan Street, whether it be new curb, gutter and asphalt or seal coat.

 

The council went over the list of future streets that will need to have maintenance, whether it be seal coating, asphalting or concreting.  There was discussion on the ownership of National Street.  City Clerk Deneen Frost will check into this and get back to them.

 

The council discussed payment of the projects, whether it be by bonding for the improvements or continue to complete the projects over several budget years.  The problem with completing the projects over several budget years is that there are no funds left over for maintenance of any of the other streets.  They will bid all three projects (Logan Street, Bryan Ave to Industrial Dr, Bryan Ave to Arthur St) together to get a better price.  This will also help to determine which financing option they will need to use.

 

Street Superintendent Harold Hovick was directed to contact City Engineer Eldon Rossow and have him put together street plans and estimated costs for: 1) connecting Bryan Street to Industrial Drive; and 2) connecting Arthur Street to Bryan Street. 

 

Once all the information is back, they will have another meeting with those in the area to discuss the Logan Street project again.

 

City Clerk Deneen Frost will also check into Federal funding for work that needs to be done on Maple Street and Cottonwood Street.

 

There were no Council/Mayor comments at this time.

 

With no further business at this time, Neely moved adjournment of the meeting at 8:27 pm, seconded by Ford.  All were in favor.  The next regular council meeting will be Monday, May 24, 2010, at 6:00 p.m. at City Hall.
