MINUTES OF THE ROLAND CITY COUNCIL

REGULAR SESSION

APRIL 23, 2007

 

Note:  The following minutes are unofficial until they are approved by the City Council at the next council meeting.

 

 

The Roland City Council met in regular session on Monday, April 23, 2007, at 7:00 p.m., at City Hall with Mayor Pro-tem Roger Fritz presiding.  Council members present at roll call were Roger Fritz, John Lee, and Jeri Neely.  Absent was Mayor Sam Juhl and council members Duane Canny and Bob Hanson.  Also present were 4 visitors and members of the community.

 

It was motioned by Lee, seconded by Neely to approve the consent agenda containing the following items:  agenda, minutes from the April 9, 2007 meeting, as written, clerk/treasurer reports, claims as submitted, and liquor license renewal for the American Legion Post #307.  All were in favor.

 

There was public input at this time from Harlan Hall.  He asked the council members if they had been contacted by Pearson’s.  Those present said they had not been contacted, but Bob Hanson and Duane Canny had been contacted.  Harlan said the starlings are still on the water tower and getting into the standpipe.  He said the standpipe has two places that have holes and the starling are picking out the insulation.  He said that Rob Morgan could fix the lower one, but the City would have to hire someone to fix the upper one.  Council members that were present thought that the holes were fixed last week when Maguire Iron was here to clean and inspect the water tower.  Harlan said that they didn’t know about the problem until they got here and they didn’t have the supplies to fix the standpipe.  Water/Wastewater Superintendent Dean Uitermark is on vacation and they will discuss the situation with him when he gets back on Monday.  Harlan said he’ll wait 30 days to hear back from the council on getting the top one fixed.  Harlan also commented on the amount of stuff in the alley behind Peterson’s.

 

Department Head Reports were as follows: 

 

Street Department - Street Superintendent Harold Hovick had nothing to report at this time.  Harold was asked about the pipes sticking up at the pool.  He stated that is where the shut off’s are and where the chlorine is added to chlorinate the pipe.  Once that is done the pipe will be level with the ground.  Harold was also asked about the street sweeping.  He stated that they were in town on Thursday last week and finished up today at the pool.  He will have them come back again sometime the last two weeks of May.  There was also discussion on the street lights.  Harold said that he hasn’t heard anything from Alliant other than seeing the locates for the two poles that need to be repaired.

 

Water/Wastewater Department – Water/Wastewater Superintendent Dean Uitermark is on vacation.  Council member Lee reported that Ed Cannon’s water line will be fixed in the next budget year and the W Maple project will continue when the ground dries up.

 

City Clerk - City Clerk Deneen Frost asked the council about purchasing a couple of trash cans for Main Street.  Council members present thought that would be a good idea.  She will gather information for the next meeting.  Deneen also said that she has been contacted by several citizens about the city wide clean up day.  Consensus of the council members is to run it in conjunction with the fall clean up day with the Resource Recovery Center.  Deneen also reported that she has received the cost estimate for the 2006/2007 audit.  It is the same price as the 2004/2005 audit.  Denman & Co. will send the letter of intent for approval at the next council meeting.

 

There was a short discussion on the variance being requested by Bryan Thiel.  According to City Code, all property owners within 200 feet of a proposed variance request have the right to make comments for or against the variance.  The City has three properties within 200 feet of the proposed variance.  It was motioned by Neely, seconded by Lee to support the variance request as requested by Bryan Thiel.  All were in favor.

 

There was a short discussion on the 90 day review for Utility Billing Clerk/Secretary Janet Olson.  Due to the minimum wage increase and the lower rate of pay she was hired at, the council feels a wage increase should be considered.  All council members present stated they have only heard good things about her.  It was motioned by Neely, seconded by Lee to increase Janet’s wage by $1.00 per hour effective April 28, 2007.  All were in favor.  City Clerk Frost will prepare the wage resolution for approval at the next meeting.

 

Mayor Pro-tem Roger Fritz declared the month of May as Poppy Month.

 

There were no Council/Mayor comments.

 

There was no public input at this time.

 

With no further business at this time, Neely moved adjournment of the meeting at 7:20 p.m., seconded by Lee.  All were in favor.  The next regular council meeting will be Monday, May 14, 2007, at 7:00 p.m. at City Hall.
